Anna Claire Flowers

Anna Claire Flowers is Assistant Professor of Economics at Berry College. She earned her Ph.D. in Economics from George Mason University in 2026, where she was a fellow with the Mercatus Center, the F.A. Hayek Program for Advanced Study in Philosophy, Politics and Economics, and the Adam Smith Program. She also holds an M.A. in Economics from George Mason University and a B.A. in Economics and Public Administration from Samford University. Dr. Flowers is fascinated by how economic institutions shape civil society, with a particular focus on marriage, family, religion and other voluntary associations. She wrote her doctoral dissertation on the economics of child care and how regulations interact with private solutions to work and family needs.

She has published academic articles in the Journal of Institutional Economics, Review of Austrian Economics and the Independent Review, and she also writes for popular news outlets and blogs. Dr. Flowers stays engaged with public policy through her position as a Family Policy Fellow with the Archbridge Institute and has testified multiple times before state lawmakers about regulatory reform in child care and occupational licensing. Before coming to Berry, Dr. Flowers taught economics classes at George Mason University and the Catholic University of America in Washington, D.C.
